If it's a public footpath then he's fucked. Just go and remove any obstacle or cut any wires.

I always used to carry a good pair of snips with me when walking in the UK.

That would work with the barbed wire, but it would take a lot longer to remove the branches and foliage between the two hedge banks.

Technically speaking I don't think I have the right to damage the land owner's property to gain access to the footpath. I'm not sure about this though. Even if I have the right, that praobably wouldn't stop him from getting mightily pissed off if he caught me trashing his fence. Also, the cattle would get out.

Not very good advice to cut fences. after all, you may allow some livestock to roam out as a result of these actions. you really should find a way past the obstacle and then report it. I know. I got it off this web site!!
http://www.iprow.co.uk/access/default.asp

The footpath belongs to the Highway Authority (A strip on land above and a block of air above it).

You can walk to the end of the path and thats it. It does not give you a right to access the monument. So if there is a fence at the end of the path, you can only look over it at the site.

Is the site SMR ? I expect then your still not allowed access without permission.

and
If the land has intrefered with it (fence touching it) thats a 20,000 fine. As if anybody going to get done for it Haaa.
