Well, again it depends on other factors. Some of us are not as agile as we used to be, and some of us might have serious mobility problems.
Funnily enough I was waiting for someone to mention that. Until my recent health problem I'd never considered not actually ever being able to get about over Bodmin's moors anymore until I was completely passed it. You need to have a car to get to just about all the sites that are pretty well adjacent to a road (as TSC has already alluded to) as there simply isn't any public transport.
