I was also less than convinced at first... but upon subsequently comparing the erosion with the other kerb stones I reckon there's a good chance the local authorities are right. For what that's worth. To my eyes the wear is completely different to the others, therefore strongly suggesting it is not natural. Stand at a distance and let the light play on it in different ways and you might agree.... Or not. And of course several millennia of additional weather damage would have distorted what was there before as well.
