I seem to have missed this at the time.

With land-owners giving permission for the despoiling of such landscapes, what is one to do?


A new charter to cover all ancient monuments and stipulating to the landowner exactly what his responsibilities are?

As Lord A said, it has to be made clear to the public what the score is, and landowners too it would seem.
