Yes, it can be deeply insulting or humourous and friendly, but there's no clues given. Also of course, if anyone tells you you're the dog's bollocks it means you're wonderful, and precious beyond compare. It's a tradition for visitors to Britain to shout Bollocks in library reading rooms to test the accoustics. Ah, there's so much to learn.
