They have committed crimes under scheduled ancient monument laws - section 28 of the Ancient Monuments and Archaeological Areas Act 1979 - "a person who without lawful excuse destroys or damgaes any protected monument....shall be guilty of an offence".
Bingo - go for it English Heritage - but no they don't want to...
