It would be pointless. Any loss of revenue by decreasing numbers would put paid to that. The 'looking after the monuments welfare' would go straight out of the window. Let's face it, the building of the new VC, the removal of the road and the planned (eventual) tunnel for the A303 are designed to encourage more and more paying people in rather than the public see the henge for free, not to safeguard the monument.
