I don't think there's a time limit but I've seen EH saying they hope visits will last a bit longer in future, 2 plus hours. Tour Cos will probably not want to stay too long anyway.
Try as I might I can't see a lot wrong with the broad solution. Details, yes, lots but not overall. And you still haven't said how you'd deal with it (democratically!).
