Maybe because a formal road crossing with flashing lights, beeping and zig zags would be rather detrimental to the scheduled ancient monument?
I reckon the road crossings at Avebury just allow an opportunity for a bit of Darwinism. Surely people know to Stop, Look and Listen still don't they? :)
