The council I worked for had, new build, maintenance and replacement budgets.
Thatch has a life of what 25-35 years?.
No big surprise that it's going to need replacing on a regular basis.
Sorry to sound like a philistine but does a new roof have to be a thatch ... the Barn is after all an educational centre (someone's going to tell me its listed now and I am a philistine). I've only been in there a couple of times - on both occasions borrowed someone's NT membership card otherwise it's prohibitively expensive.
