It occurs to me that at those hill forts that are not overlooked by higher ground, and if a invading or raiding parties had no prior information of their contents.
Then the invaders would be attacking 'blind', and any barrow present, would not have 'power' over them.
Unless of course there was an assumption that a barrow was present.
