Sometimes fencing and more importantly it's upkeep is essential. Not all footprints are human and cattle can do a lot of damage to cairns etc. Recently a cow, a stupid cow, knocked over a stone at Strichen RSC.

Not such a problem with places like West Kennet, the majority of damage and wear is people-related.

Perhaps what we need to is make these places really unattractive to the coachloads of daytrippers. Can we find a nice friendly travel correspondent from a well-read newspaper to publish an article about how rubbish Avebury and West Kennet are, soo last year, only very silly people go there anymore, etc?

Then get a celebrity to make similar comments, preferably via twitter.
