In a democracy that's right at the bottom of the list, megaraks are pretty rare. In fact, a good collective term would be a minority of megaraks.
The fact something is important regionally doesn't really help, as scheduling is about national importance. The other way to protect something, if scheduling won't work, is through the planning system. This involves the local authority saying yes you can destroy it but write it all down. ;(
or a modicum of megaraks
