Smaller stones at the base?

Just come back from visiting this standing stone - a nice solid presence as of an old man or woman sitting or squatting down, rooted to the earth.

One thing I did notice - there are several smaller (e.g. 1' across or less) stones at the base, surrounding the main stone. Some are obviously visible, some less so, being covered in grass, but there are clearly quite a few, to a distance of maybe 3 or 4 feet from the standing stone. Some are even wedged into a gap between the standing stone and the ground (this is on the 'far' side, away from the road).

Could there have been a circular base or foundation, made of smaller stones - perhaps one that was kept clean of grass and dirt, but now long forgotten?
