Two of the reasons for that are that (a) bullauns aren't really recorded outside of Ireland at the moment and (b) there aren't any mountains in Ireland that high. Those two factors alone cover the above. It's very difficult for a natural hollow to be perfectly hemispherical. RIver-rolled hollows tend to be slightly oval in plan, which I presume any galcially-rolled ones would tend towards, too. The question is, even if they were originally river/glacier rolled, have they been enhanced.
