Strong Roman community or strong Romanised community though? Most Roman villas in England were lived in by Romanised British families.

There is what is believed to be a Brigantes chieftain's burial on Dalkey Island, but no evidence of a Brigantes settlement anywhere. If a trading party of Romans or Romano-British came across to trade and one of them died then you'd expect his fellows to give him a Roman-style burial. If you cross from South Wales into Wexford and head for the copper rich area of Cork then south Kilkenny is on the way. One burial does not a community make.
