This stone can be dated however - http://www.themodernantiquarian.com/post/20257 . It's in a type b Stone Row, and these are accepted as being from either the late Neolithic or Early Bronze Age. The hole in the rock, one and a half to two inches deep, is also not entirely round. It's not been drilled and could, of course, be later than the setting of the stone. It's a similar hole to the one on the rock at Harpers Lane.
These round holes are not included in the Rock Art canon and the best comments one can find is that they have been made to take gunpowder when the rocks were being cleared. There has been suggestions that they were used by shaman in healing, when poisonous humours were drawn out and symbolically sealed into the stone. I consider them, rather, as odd decoration. The square holes I'm really uncertain about.
Have a look at this one - simultaneously delicate and robust - http://www.themodernantiquarian.com/post/21826 - this is what I would suspect was the original context of the Harpers Lane stone.
