A "moot hill" is a Saxon meeting place. They used a natural hillock, artificial hill or older barrow. Often contacted to "Mutlow" and shown as such on maps - from Moot-hlaw. "hlaw" was a word generally applied to a sacred mound and frequently appears as "----low" eg Harlow near me is named after a Roman tumulus that was used as a Saxon meeting place for the "Here" which can mean army or host. There are two Mutlows at least in Essex.
