Not sure I follow the logic. Adding yet another sphere in which those in charge are being murderously negligent doesn't seem like too smart a way of making them look good.

I think, at least in the West, acid rain and the smogs that used to cause respiratory diseases are less of a problem because of our response to it. We banned CFC aerosol propellants, forced companies to fit scrubbers into their chimneys, etc.

The story, at least on those issues seems to offer some hope.
