He used to oppose it, but like many other things he opposes - theory of anthropogenic climate change, equal rights for non-heterosexuals, non-white people in general - he's changed what he says a fair bit in order to get elected.
So, he's said he won't scrap the congestion charge but will reduce the size of the zone it covers and introduce a -cough cough - 'fiarer' pricing system (meaning cheaper and dropping the higher bracket for 4x4s).

Yes, but then again outgoing mayor Ken Livingstone said he wouldn't be ordering any more of them anyway, so it wasn't a difference between them.
