An agenda item on the EH Advisory Committee minutes for January is "Proposed removal of Emmets Post Round Barrow". (Could be to do with the adjacent china clay workings).

Lubin will be your man (Gladman was nearby not that long ago as well). I very nearly went that way last winter, but daylight went. Gutted now, if it's going to be, well, gutted.

Well assuming it's scheduled then Scheduled Monument Consent is needed to demolish it but I can't find much detail on that, just this -

It seems to add up to "ask EH if you can knock it down and they'll decide if you can", which is hardly a transparent process.
