Is the Stonehenge and Avebury WHS of outstanding universal value to mankind or not?
This particular WHS is designated to be of outstanding universal value: UNESCO used a similar, perhaps identical, wording. However, the phrase 'outstanding value' doesn't quantify how much value it has, just that it is outstanding. I agree that it is outstanding.

My personal opinion is that it will be possible to quantify that value at some point in the future. However, I doubt that quantification will occur in a timescale that will affect the outcome of this consultation. Nevertheless, I'll look into the possibility of putting in a holding set of arguments in the current consultation. If you're contributing to the consultation, I wish you luck Nigel.

"My personal opinion is that it will be possible to quantify that value at some point in the future. "

But you implied that applying Stern's methods it could be done now and had been done previously .

" Anything that has value can be quantified using the definitions and methods described in documents such as Stern. (Stern is very good at doing this and explaining how it is done).
