I find it unclear. All except the central bit is NT land of course so that has to stay as free access, but to charge for access to the EH bit would involve manned gates and fences and it has been announced that the only fences will be stock fences.

Yes, absolutely. That's exactly why I'm unclear myself. If they intend to charge, I don't see how they will enforce it in the absence of fences and gates.
