Rocks?

What we need is on-site wardens/guardians at some of the most heavily visited special sites, its strange* how councils willingly fund parking wardens to issue fines but do not do the same for ancient scheduled monuments which also come under law-breaking rules... same rule can also be applied for litter (Heavy fines) as well which seems to work pretty well in towns... there's new strict guidelines laid down for walking in the countryside as well now..
*not really strange just oodles of cash to fill the coffers.

Like the two people EH employed over Solstice to sit in a hut in the car park while people climbed up Silbury from the field to view the crop circle? (which the farmer has now cut out)
Being in a WHS you have to get special permission from lots of people to erect a sign.
