What is the standard of proof on TMA?

I ask because any HA approach to the owner, or EH or NT or the WHS or the Council would be more likely to be listened to if Silbaby was featured here or somewhere similar as at least a "possible". Otherwise, we'll probably be dismissed out of hand. We could make a noise, and I think we should, but if it's just us I can't see it working.
