it wouldn't surprise me if the OS had missed it. me and Scotty found an intact cist at the bottom of the cairn at New Fowlis, and when I told the county archaeologist it was the first he knew of it. he got very excited about it too, scanned my photo and sent it to the RCAHMS in the hope that he'd be allowed to excavate it

Yes, RCAHMS were a little surprised Historic Scotland hadn't passed it on. When does a watching brief ever do anything, strikes me in 3-5 years it could have been accidentally ploughed out or trampled to pieces by beasties. And if the NMRS held no information about the cist it would be a fat load of use lying unused in an HS file, the time to inform the commission is when the new stuff is found rather than by an outsider by chance nearly a decade later. Centralisation does have its benefits for researchers.
