I think(hope) graffiti isn't gonna be likely since its a bit out of the way..
As for the rest, is it possible to get "Offering bearing people" traps? Ones that detect candles by some scientific principle and then catapult the offender over a hedge?

Why no railings around Coldrum, Oldbury, Little Kits, etc. Doesn't seem to be a problem threre except the ribbons at Coldrum, but they don't harm anything, except maybe a bird who may decide to try and eat one.
