Could be puddingstone, but that's a type of conglomerate. I don't remember the specific differences but there are a number of conglomerate types, depends on the mineral content of the fragments.

I'm fairly certain the Quoits aren't puddingstone - at least, not the kind of puddingstone that's plentiful in Hertfordshire.

The pebbles aren't dense enough for one thing, and the stone that holds them is very red/orangey - indicative of a high iron content perhaps?
