Now that I've had a look at the map - Heddle Hill is quite far away from Maes Howe etc. An existing quarry is close to Cuween Hill (just appearing as "Ch" on this map)

So maybe that is the greater threat and we can't say from the map how landscape views would be affected. Need some local knowledge here - Wideford or Orkneyjar.

There's several more Scheduled Ancient Monuments at risk from quarrying on Dartmoor, around Crownhill Down.

Yes Cuween Hill is practically next-door and already has the quarry to view , but you don't really notice it . As for the World Heritage Site you are correct too in saying Heddle Hill is barely visible amongst all the other hills and , more importantly , provides no notches or such that could have been used as markers .
