The villagers should get in touch with the local council, and the local branch of CAMRA (Campaign for Real Ale) http://www.camra.org.uk/ and click on "CAMRA near you". To convert a pub to houses you need to get a change of use policy approved by the council. You have to be able to prove that the pub is unviable as a business, and deliberately running a pubs business down doesn't count. CAMRA have been very successful in opposing such changes of use in the past.

as far as I know it has already run at a loss for 2 years, same as other B&B's in the area because of the weak $ and the lack of US tourists since 9/11.
So Proving they deliberately run the business into the ground is going to be hard.

That's very true - my mate bought a pub with no trade, with the intention of closing it, and after 3 years he sold it as a pub, at a loss. In the shadow of North Peckham Estate [a real no-go after dark, and even in daylight], there was no evening trade especially in the winter, yet Southwark Council refused all his applications.

They made more money selling food at lunchtimes to the local builders than beer !!
