Replying to my own post: the location of the Horse on the Horse (if the Horse is a map of the Island, the place where the map is drawn) is possibly where you would sling a rope around its neck fom.
It all depends what kind of scale is used.
You get maps with distances worked out according to travel time. I've seen a London Underground map like this (someone's art project).
I have read that the figure may have moved up the hill since it was made, because of the shifting earth. If not, the Scotland area can be viewed, it seems over a ridge on the top of the hill. A different region of this region even then, maybe.
