The two circles appear to be aligned N-S buth they are very close and also possibly rebuilt if the sun rose /set in an obvious notch on the east/west horizon you might have something but would need to prove if their was "intent by design" .
The western aspect is totally blocked by Sittaford tor, but in the east the ground gently dips to a shallow notch where the sun rises.
As for proving intent by design, the only design I can see is the n-s line

If you had a good grid ref for the notch and as long as it wasn't too wide then that could be checked and might make a difference .Carnoussie House and Burnmoor are other cases of pairs of stone circles on a N-S alignment
