Not quite sure what you are suggesting LS . In relation to the sun roll ,if it had been worked out before the build of the mound , it would have been much more difficult than finding a spot after the build . There is one good spot others get close but the sun appears or disappears to early or late or sinks into the hill .
The obviously all important siting is odd in that it could have been in a more conspicuous position if multiple viewpoints were the intention ,Waden Hill blocks a fair percentage of the view from the north east to east or alternatively the view towards that area is blocked .

Aye, the sun roll phenomenon is a bit beyond me (in it being possibly part of the original construction concept) but, as bladup says, “...its position is low, one of the lowest on the downs, it's not built on a hill...” really does go against all logic (ie that if you wanted it to be seen from as far away as possible you’d build it higher up).

Enter the water element though, the fact that it sometimes sits in its own lake. A positioning to gain maximum impact from above and below all seem to suggest that it was meant to be appreciated (a modern term) from a distance.
