It would be interesting to know what the shadow would fall on or point to at winter solstice. If there is something close by in the right direction then, yeah, it's posible. At Knowth there is a tall thin standing stone outside the entrance to one of the tombs that casts it's shadow onto a line carved into the door stone at sunrise on Winter Solstace. This was to allow those standing outside to 'see the moment'. Obviously a big, big stick atop Silbury would allow a lot of people to 'see the moment'.

funny you should mention the winter solstice, cos that's what the theory is ...

Cosgrove went out with a bunch of locals and claimed to find a carved stone at almost exactly the right place for the shadow to fall ...

There was a broken stone, visible but inaccessible, in the right spot during the 1970's, apparently, but I dunno if it's still there ...

Though I suspect that Mr Moses Cosgrove was stark raving bonkers, thus is highly likely to be bang on the money on the basic evidence, whilst getting the conclusion gloriously wrong ...
