Is it just the pic or does the outer ring look only half completed? The lefthand side does show some small dents going around, but they aren't anywhere near as deep as the good bit of that ring.

there's a few examples where this happens, but this could be the best example I've seen.

Some theories have the peck outline getting done first, then grinding down the rest to the correct depth. But I think it's more likely to be continuous bashing, as there are loads of carvings with very visible pecks marks still showing, the smooth ones may just be weathered...
