Agreed, but it's worse. There is in fact a Treasure Act Code of Conduct (separate from other, voluntary codes, and actually part of the Act). It says they should do all the right things, not keep digging, call in the archaeos etc - and if they don't then part of their reward will be withheld.
They often flout it and the reduction is almost never applied ("We'll all go on reporting strike if we don't get every penny wots ours"). The Staffordshire Hoard git kept digging for five days and destroyed untold archaeological evidence yet still got his millions. Britain is effing barmy.
