You guys get around a lot more than some of us and must see this kind of thing quite often. We did notice it at Carreg Samson a couple of years ago though. There it was cattle, not horses, that were really churning up the surrounding ground (as well as using the stones as scratching posts).

Just wonder if a (livestock) exclusion zone of say three or four meters shouldn’t be mandatory for listed monuments on farmland.

Bullocks are one of the worst offenders aren't they not just because of the damage they do to the ground but what they do to the structures and standing stones...and us given the chance!!
I think there is a good case for a livestock exclusion zone as long as it can be kept visually and practically unobtrusive and to a minimum height possible. In the case of Trethevy, well it is placed at the top end of the field where it would indeed be possible to be segregated from the rest of it and still allow for a vehicle access into and out of for the farmer. As Paul (Bladup) suggested, EH should consider purchasing it...well just that part anyway which wouldn't amount to much more than say about 1.5 - 2 acres! I'd put the screws on him and suggest a trade...or else :-)

But don't hold your breath, this damage is still ongoing.
