Damaging a Scheduled Ancient Monument is against the law so possibly it might be reasonable to get in touch with the local police, who will have a specialist officer (or branch). 'Art theft constabulary' in Google will dredge something up.

There's a childhood account of decorating the Rivington Head'I'th'Wall on this site somewhere ...

I can't find the account of the second carved head, here, and have had a good look. The sites are pretty jumbled up - could be separated as collections of moors ? Smithills Moor, Rivington Moor, Anglezarke Moor ? Can we nae all the moors ?

I doubt it but would like to be proved wrong. Hard enough to get plod out for serious crime.

I suggest that you remove his 'implement' (the stone) and leave a note (with directions to the local hospital maybe). Just let them know that others have an interest here. He or she might go away.

Otherwise, camp out there for a few days and catch the bastard in the act. Just make sure they haven't got a boulder in their hand when you accost them!
