Sadly, this falls down at the first hurdle. For this to be such a map it would mean that it had to have been sealed into the mound after everything else was constructed. As the mound predates nearly everything else on the hill, that isn't possible."about" . http://www.knowth.com/tara-orthostat.htm
This doesn't stop it being a map, of course, it just means it's not a map of the monuments as we see tem now at Tara.
