And what of the Official Archaeologists? Don't they have some kind of say in the matter. I was under the impression that this sort of development needed official sanction. Was the county archaeologist informed? Did the developers go through the regular channels to get permission?

If they did, then someone needs to be answering some serious questions. If they didn't then what they are doing is illegal, and the Garda should be informed.

This is a motorway - the developer is the government, who are also responsibile for interpreting the rules.

There are no County Archaeologists as such in Ireland now and Duchas (The Heritage Service) was shut down and merged into another department. The whole of Ireland's Heritage is under threat and in great danger. All the archaeology works along the route are being undertaken by private companies as far as I can see. This sector should never have been allowed to become commercially active IMO.

All of the M3 development proposals went through the proper channels and the proper channels failed the nation!
