My understanding is that they only got money for the minor road plans if a motorway was included. What I can't understand is why they didn't opt for a north/south route.
It's true every road leads to Dublin but what if you want to go somewhere else.

Dublin is linked to the NI border now by the M1, which will reach Belfast (one day).

Tram/Train would have been better, but this is EU money and the EU say you must have so many miles of motorway per capita .. whether you need them or not.
