You want the probable answer, that officialdom is frit to voice? IMO it's because they're concerned that if they try to impose a charge there'll be all sorts of disorder and it could become a focus for lots of political agendas like before.

Then they should have been clever (maybe they have already been so) and included in the extortionate entry charge a portion to pay for it without making it known.
