You want the probable answer, that officialdom is frit to voice? IMO it's because they're concerned that if they try to impose a charge there'll be all sorts of disorder and it could become a focus for lots of political agendas like before.

I think Sanctuary has hit the nail on the head. If anyone wants to attend at either the Solstice or the Equinox make them pay same as anyone else who wants to get close to the stones. No pay no entry it can't be that hard to organize.
