I don't think too many people will pay much attention to this article. The Swindon Advertiser is a parochial publication and always gives space to local people and local stories. The elderly Eric Cooke is a Swindon resident so even though his book is fanciful and ill informed they have given him an airing.

Swindon is home to English Heritage and the National Trust head quarters - if they were quoted expressing such visions for the future I'd be worried.
