Does any of the two stones comes within the description of a Druidical altar stone with basins?
And could Inis Oen mean Inishowen?

Yes. In Irish the 's' is pronounced 'sh' and the 'w' is added to Oen to make it readable for us English speakers with no clue about the Irish language. When the English went around mapping Ireland they (very, very badly) transliterated all the placenames, hence Inishowen for Inis Oen. At least that one is vaguely recognisable - many aren't!
