I tend towards your later version of timeline, too - stone row -> stone wall.

I said that I haven't seen such walls, but I just remembered that I have, in the Burren, on the limestone pavements. Most of the uprights tend to be much higher than the wall, however. hhmmm

On the Isle of Man there's a settlement called the Braaid which includes a stone roundhouse. This is thought by some to have started as a stone circle, but the prevailing theory seems to be that it was originally built as a roundhouse, with orthostats in the wall.

I visited it in the summer, but my hefty TMA back-log means it's ain't up yet. Here's another page on it...
