I hope so too. Maes Howe is a site of national importance, and to keep it closed for any length of time is shocking.
There have been 'rumblings' up in Orkney for some time about this, as the site gets busier, often cars parking along the main road (which although by the standards of 'doon sooth' might be considered minor is the busiest road in Orkney, down which traffic travels at a fair speed). There had been some talk that HES wanted to hand over the site to the care of Orkney Islands Council due to the issues around access they were having, but I believe these rumours have now been quashed.
Perhaps something as simple as a pedestrian crossing might help? Although heaven knows what Orcadians would do when confronted by the Island's only set of traffic lights!
