A Blue Badge friend of mine has raised an interesting question.
I've been trying to find an answer to this question for years now. Still no luck. The original plan was to allow people free access if they skipped the visitor centre and approached on foot, but I'd be amazed if that ended up being the case. Nothing has been said about it for a long time, to the best of my knowledge.
