Hopefully that scenario will not happen. The saving grace in all of this is that it is not English Heritage but the National Trust who have control over the Stonehenge Landscape. The National Trust have always been very good in wanting free access to Stonehenge Down at all times, even during the Summer Solstice Open Access.

They are re-vamping their website at the moment, here is the beta version of the Stonehenge Landscape page:

"The section of the A344 between Stonehenge Bottom and Byway 12 will be grassed over and will become a permissive route for pedestrians and cyclists. Pedestrian and cycle access will not be affected on any other rights of way within the World Heritage Site. These include Byways 11 and 12, the section of A344 between Airman’s Corner and Byways 12, and a number of bridleways within the World Heritage Site. The proposals to restrict use by motorised vehicles on Byways 11 and 12 will improve the experience of many walkers and cyclists using these routes."
