Agree .Can't think of anything similar . Ideal small excavation might help . I'm wondering if James Kemworthy ever saw it and what his thoughts were ,if recorded .It's right in his area .
Reminds me of the wee cairns inside the Standing Stones Of Echt/Cullerlie.
The designation "stone circle " was due to the finder . Stone setting may be more appropriate and dated to ? My dosh is on post medieval -20 th C .
